    While Congress has not completed the normal appropriations process for FY 2011, the House and Senate Appropriations Committees have each approved separate “FY 2011 Energy and Water Development Appropriations bills (which differ substantially) that include funding for the Corps of Engineers programs (as well as Bureau of Reclamation and Department of Energy).

    On February 1, 2010, the Obama Administration sent its proposed FY 2011 Budget to Congress. Each year, Congress works off of the President's budget as a guide when preparing the appropriations bills that provide funding for federal agencies, including the Corps.
